His life is a remarkable journey of transition from a high-ranking military officer in Iran to one of Canada’s most influential advocates for refugees and immigrants. \nEarly Life and Naval Career \nBorn in Iran\, Birjandian’s early career was defined by his service in the Iranian Navy. He received a formal education in Maritime Science and Administration Management and spent 15 years in the naval service\, eventually rising to the rank of Lieutenant Commander. \nDuring this period\, he was part of an elite group of officers who received specialized training abroad. He graduated from the Royal Naval College in Dartmouth\, England\, and notably\, underwent training with the United States Navy. As a captain of Iranian naval vessels\, he managed complex operations at sea\, a background that later informed his disciplined and strategic approach to leadership in the non-profit sector. \nFrom Refugee to Humanitarian \nAs a member of the Baháʼí Faith\, Birjandian faced increasing religious persecution following the Iranian Revolution in 1979. Despite his high rank and service to his country\, the pressure to renounce his faith became intolerable. In 1987\, he and his family fled Iran\, seeking safety in Pakistan. \nIt was during this time in Lahore\, Pakistan\, that Birjandian began his lifelong mission of service. He worked with the United Nations High Commissioner for Refugees (UNHCR) to assist other displaced families. This experience served as a foundation for his future career\, as he helped approximately 1\,800 refugees resettle while still a refugee himself. He also later collaborated with the UN to develop a global handbook to guide the reception and integration of resettled refugees. \nLeadership at CCIS \nBirjandian arrived in Canada as a refugee in 1988 and joined CCIS as a settlement counselor. His rise within the organization was rapid: \n\n1994: Appointed CEO of CCIS.\nGrowth: Under his 28-year leadership (until his retirement in late 2022/2023)\, CCIS transformed from a small charity with a handful of staff into the largest immigrant-serving agency in the Canadian Prairies.\nImpact: He oversaw more than 70 programs\, 450 employees\, and thousands of volunteers\, helping tens of thousands of newcomers find dignity and hope in Southern Alberta.\n\nLegacy and Recognition \nBirjandian is widely recognized for his “constructive resilience.” He has been a key advisor to the Canadian government on major resettlement initiatives\, including the Syrian and Afghan refugee crises\, and served as the national co-chair of Canada’s Afghan Resettlement Operation.  He is also regularly called upon to speak at and be a panelist at national and international Metropolis Conferences on topics such as meeting global refugee challenges and settlement and integration best practices. \nFor his contributions to Canadian society\, he has received numerous prestigious awards\, including: \n\nThe Queen Elizabeth II’s Platinum Jubilee Medal (2022)\nThe Queen’s Diamond Jubilee Medal (2012)\nThe Alberta Centennial Medal (2005)\nThe Government of Canada’s Citation for Citizenship\n\n  \n  \n

SUMMARY:2026 Optimist Club of Calgary Oratorical Scholarship Contest In Person Competition Saturday January 24th
DESCRIPTION:Attention all Optimist Members\, Contest Participants\, Family Members\, and Friends!\nHere’s your chance to show your support for young\, aspiring students!  Join us for the Optimist Club of Calgary’s 2026 Oratorical Scholarship Contest Competition on Saturday\, January 24th\, 2026\, from 12:30 PM to 4 PM.  Optimists\, family\, friends\, teachers\, fellow students\, and the general public are welcome to join us and watch the competition.   It is free.\nTen participants under the age of 19 who have already pre-registered will research\, write\, and present a four- to five-minute speech on the topic “The Moment I\nRealized I Belonged — My Definition of Community.” \nLocation:  Fish Creek Library (across the street on the east side of Southcenter Mall). \nThe top two participants in this contest will be invited to compete at the 2026 Alberta Regional Optimist Oratorical Contest\, which will be held sometime in April.  For more information about the Oratorical contests\, please see below. \nHope to see you on January 24th! \n \n  \nINFORMATION ON THE OPTIMIST INTERNATIONAL ORATORICAL SCHOLARSHIP CONTEST \nBeginning in 1928\, the Optimist International Oratorical Scholarship Contest has become the longest-running program of Optimist International. The contest is designed for young people to gain experience in public speaking and provide them with an opportunity to compete for multiple post-secondary scholarships with a pre-assigned topic. \nThere are various levels of competition as outlined below: \n\nOPTIMIST CLUB OF CALGARY IN-PERSON CONTEST – Our club contest will be held on January 24th\, 2026\, at the Fish Creek Library.  1st\, 2nd\, and 3rd place participants receive a cash award and a certificate.  1st and 2nd place participants get the opportunity to compete in the Zone Oratorical Contest mentioned below.\nALBERTA ZONE CONTEST – This contest will be held in April 2026 (date and location to be determined) and will include participants from across Alberta. 1st and 2nd place participants will receive a certificate and the opportunity to compete in the District Oratorical Contest mentioned below.\nDISTRICT 13 ORATORICAL CONTEST (Alberta\, Saskatchewan\, Montana\, and NW Wyoming) –  This contest will be held during the 3rd Quarter District Meeting on May 16th\, 2026\, in Saskatoon (location yet to be determined).  There will be 6 participants competing at this event – two participants each from Alberta\, Saskatchewan\, and Montana/Northern Wyoming.  1st\, 2nd\, and 3rd place participants will receive post-secondary scholarships from the Canadian Children’s Optimist Foundation of $2\,500\, $1\,500\, and $1\,000\, respectively. The participant who places 1st will also be invited to the Great Plains Regional Oratorical Contest mentioned below.\nGREAT PLAINS REGIONAL CONTEST – This contest will be held in July 2026 at Optimist International Headquarters in St. Louis\, Missouri.  The 1st place participant receives a $5\,000 scholarship and the opportunity to compete in the World Oratorical Contest mentioned below. She taught secondary music for the Calgary Board of Education for 32 years. School bands\, under her direction\, were the recipients of numerous awards\, including Most Outstanding Junior High Performance from various music festivals. Personally\, Nicole was very honoured to receive the Elkhorn Music Director of the Year Award 2024! Nicole has also received the Alberta Excellence in Teaching Award in 2010 and the Pan-Canadian Teaching Award. Recently retired\, Nicole continues to support her peers and their students by guest teaching\, guest conducting\, and teaching brass masterclasses. Since 1990\, she has been the Coordinator of the Calgary Regional Summer Band Workshop. She is very grateful for the opportunity to work with so many outstanding music educators and young musicians throughout her years. Nicole believes strongly in getting involved with our music community and has contributed to Phi Beta Mu\, CADME\, AIBF South\, and adjudicated the Calgary Stampede Parade for 17 years. She has thoroughly enjoyed performing with the Cappy Smart Band\, Westwinds Wind Orchestra\, and\, currently\, the Foothills Music Society. Bob Mutlow\, now retired from the United Church of Canada \n\nRev. Bob Mutlow served as a United Church of Canada Minister on the prairies after being ordained in 1971. In 1979\, Bob accepted a call to Silver Heights United in Winnipeg\, and in 1988\, two weeks before the Olympics came to Calgary for an interview beginning July 1\, 1988\, at Woodcliff United\, where he served for twenty-one years. Following early retirement\, Bob completed a four-year posting at Red Deer Lake United and then moved to do Pastoral Care part-time at McDougall United\, where he currently is the volunteer Honorary Associate\, serving on the Leadership Council\, chairing the Outreach Ministry\, and leading occasional worship services. Bob has been involved in several Calgary Interfaith events and was pleased to join the FCJ Board of Consultants. It has been interesting to serve as an Interfaith Representative on the FCJ Board; it is a great way to meet a whole new group of people and to enjoy the hospitality and spirituality of the FCJ Centre.\n\nDiscussion Topic:  100th Anniversary of the United Church of Canada – “An Opportunity to Honour the Past and Look to the Future” \n\nThe United Church of Canada holds a unique place in Canadian history as the largest Protestant denomination in the country. It was officially formed on June 10\, 1925\, through the union of the Methodist Church\, the Congregational Union of Canada\, and most Presbyterian congregations\, along with the General Council of Local Union Churches. This was a groundbreaking moment\, as it was the first church union in the world to cross historical denominational lines\, earning international recognition.
